Manila is a massive metropolis crowded upon a low-slung river delta on Luzon Island. A humid, monsoonal climate, with scorching hot summers, hovers over one of the densest populations in the world. Since the historical People Power uprising of 1986 - and the major changeover of government from Ferdinand Marcos to Corazon Aquino, national priorities and a resurgence of liberal politics have taken precedence over Manila's many needs. But the capital city has been keeping up its good spirits. Manilenos who once linked arms on the Epifanio de los Santos (EDSA) highway are now stoking a rash of self-help non-govemment organizations, stirring up a national moral recovery program, and striking up the band for cultural identity through the lively arts.
Down on the street level, the versatile Manilenos keep on cruising, laughing, joking, brawling, eating and carrying on small enterprises that thrive on the sheer size of the marketplace. The city spills over with buy-and sell businesses and the anarchic spirit flits everywhere aboard the ubiquitous jeepneys. In the end, that is Manila's cachet and dramatic charm: the spirit of anarchy. It reflects the freewheeling, exuberant character of Filipinos themselves in all seasons. A happy-go-lucky wildness reigns and a Latin intuition runs the city. Despite the apparent chaos, Filipinos keep things rolling through an ingenious, rhythmic improvisation - and always the optimism.
